On your Android phone, you need to check few things:
Make sure, you’re using the latest version of the Your Phone companion app. In Samsung it’s called (Link to Windows Service) app that comes preinstalled. You can head over to the google play store and check if any update is available. If Yes, install it.
If you’re already using the latest version, then head over to Settings > Apps > Link to Windows Service. Here, tap on Storage and then click the Clear data button.

On Your iPhone, you need to check few things:
Linking iPhone with Windows 10 is possible through the Microsoft Edge browser. So make sure, you’re using the latest version of Microsoft Edge.
In case, you’re already using the latest version, then Uninstall Edge browser and reinstall it.

Make sure that you’re signed in to Microsoft Edge with the same Microsoft account that you’re using in Windows 10.
On your Windows 10 PC, you need to check few things:
1. Confirm that, you’re using the latest version of Your Phone app on Windows 10. For that, Launch Microsoft Store, click the (…) icon, and select Downloads and Updates from the menu.

If latest version of Your Phone app is available, then download and install it.
2. Reset Your Phone app. Search Your Phone app using start menu search and when it appears in results, right-click and select App Settings.

Here, head over to Reset section and then click Reset.
3. If you have done that already, then Uninstall and Reinstall Your Phone app. For that, press WIN + X key combo and select Windows PowerShell (Admin) from the menu.
Here, copy-paste this get-appxpackage *Microsoft.YourPhone* | remove-appxpackage
command and hit enter.

Doing this will remove the Your Phone app from Windows 10. After that, launch Microsoft Store and search Your Phone app and install it.
Once you have confirmed all the changes discussed above on both Android or iPhone and Windows 10, then trying to Link your phone with Windows 10. This time you should be able to complete the setup.

You need to keep that in mind that during linking process, you will be asked for various permission on both devices. Please allow them, if you missed any or deny, then linking process will not complete.
